Although Borsk Fey'lya might seem to the casual observer a soft, insignificant member of the New Republic Council, his allies and enemies know far better than that. A member of the Bothan race, his goal is the same as that of many Bothans: to become a persuasive leader. However, the Bothan methods of achieving this via political assassination, petty revenge, and all out political warfare on one's enemies have also made him a feared, and even despised, member of the New Republic Council.

Borsk's rise to fame was a distinguished one, having been born on the colony of Kothlis instead of the Bothan homeworld of Bothawui. His shrewd business maneuvers allowed him to gain a considerable personal fortune, and he continues in that business even while a Council member, although he doesn't allow it to interfere with his work. He joined the Rebel Alliance after Yavin, bringing a sizable group of his Bothans, and quickly developed a rivalry with Admiral Ackbar. His place in the Council was set in stone after Bothans found the location of the Second Death Star, and his effective administration skills made him very valuable to the New Republic.

Although he continues to carry on his personal war with Admiral Ackbar in the Council, his skills in both administration and political tactics have made him one of the most powerful figures in the New Republic.
